Also check that your antivirus program is not running a scan of files at this stage. I do not want to exit out of the startup repair (plus, it won't allow it). But I don't really see what RAM has to do with corrupted downloads and consistent webpage loading errors. I suspect that the Quick Defrags deal with the worst cases, gettiing the HDD to a state where the Full Defrag has an easier time finishing off the job.
